Centret fungerer som en think tank inden for strategiske studier, teknologipolitik, cybersikkerhed, digital suverænitet, digital transformation og teknologisk national sikkerhed.

Centerets institutionelle struktur omfatter blandt andet forsknings- og analyseaktiviteter, uddannelse og kapacitetsopbygning, vidensbaserede publikationer og bøger samt specialiserede rammer eller enheder såsom Technological National Security Studies Unit (TNSSU). Disse aktiviteter skal forstås inden for en uafhængig, faglig og ikke-officiel ramme.

Centret leverer aktuelt ikke kommercielle ydelser til offentligheden og foretager ingen profitudlodning. Centret kan dog udføre forsknings-, analyse-, policy-, undervisnings- eller kapacitetsopbygningsopgaver efter særskilte skriftlige aftaler, uden officiel repræsentation eller operativt ansvar, medmindre et klart og offentligt mandat foreligger.

Centret er institutionelt uafhængigt og repræsenterer ikke regeringer, politiske partier, offentlige myndigheder, internationale organisationer eller tredjepartsinteresser uden klart og offentligt mandat.

Denne juridiske status er underlagt dansk ret samt relevante EU-retlige bestemmelser. Indhold, vurderinger og generelle materialer er ikke-bindende, og i det omfang loven tillader det, kan centret ikke holdes ansvarligt for tredjeparts beslutninger baseret på offentliggjort indhold, generelle undervisningsmaterialer eller åbne vidensressourcer. Intet i denne erklæring begrænser ansvar, som ikke kan fraskrives efter ufravigelig lovgivning.

Legal Status (English – reference)

The center operates as a think tank specializing in strategic studies, technology policy, cybersecurity, digital sovereignty, digital transformation, and technological national security. Its content and institutional activities are provided within a non-profit framework oriented toward research, analysis, knowledge production, education, and capacity building.

The institutional structure of the center includes multiple tracks and outputs, including research and analysis activities, education and capacity-building programs, knowledge publications and books, as well as specialized frameworks or units such as the Technological National Security Studies Unit (TNSSU). These activities should be understood within an independent professional and institutional framework, and not as an exercise of public authority, sovereign power, or official state representation.

At present, the center does not provide general public commercial services and does not distribute profits. However, it may undertake research assignments, analytical work, policy papers, educational or capacity-building programs, and tailored institutional outputs under separate written agreements, which define the scope of work, applicable terms, and limitations of responsibility.

No such activity shall in itself create official representation of any party, nor operational or executive liability, unless there is an explicit written and publicly acknowledged mandate or a contractual provision that expressly states otherwise.

The center is institutionally and intellectually independent. It does not represent any government, political party, public authority, private institution, or international organization, nor does it speak on behalf of any third party, except where a written and publicly declared mandate exists.

The center’s activities, contractual relations, institutional policies, and interpretation of its public materials are governed by the laws of the Kingdom of Denmark, insofar as this does not conflict with relevant European Union legislation.

The core role of the center is limited to research, analysis, knowledge publication, education, and capacity building within lawful and professional boundaries. To the extent permitted by law, the center assumes no liability for decisions, policies, or actions taken by third parties on the basis of its publicly available content, general materials, or open educational resources. Nothing in this statement excludes liability that cannot lawfully be excluded.
